Why it is often chosen
Phosphoric acid is meaningfully less aggressive than sulfuric or hydrochloric — it is a weaker acid, it does not fume, and it leaves a passivating phosphate film on steel rather than continuing to attack it. That combination is exactly why it dominates metal prep before painting.
It is still corrosive and still requires proper PPE. Less aggressive is not the same as safe.
