Sodium bicarbonate in bags and supersacks, available in technical and food grades. Specify the grade when ordering; they are not interchangeable and the food grade carries the documentation to prove it.

Practical note
Bicarbonate is self-limiting — it will not drive pH much above 8.3 no matter how much is added. That property makes it the right choice for spill kits and for any situation where the person dosing may not be a chemist.
